Offset

Israeli companies who are involved or wish to be part of a big scale Indian defense export tenders and projects, are subject to the Indian 'buy-back' regulation also known as the OFFSET.

The OFFSET regulations are implemented by the Defense Offset Facilitation Agency (DOFA).

DOFA, the regulator and enforcement body has been established under the Department of Defense Production (DDP), as a single window agency to facilitate implementation of the offset policy of the Ministry of Defense.

Since its establishment DOFA has formed few structured to complete the offset contracts.

It placed a set of policies and alternatives for 'buy-back' or other ways of reverse expenditure manners, to the extent of 30% of the project size.

The alternatives includes, direct defense products and components procurement, investment, joint manufacturing, Mutual R&D, direct foreign investment in the Indian defense industries, co-development, joint ventures and co-production of defense products.
